You can go to bes buy and get a CD port that's separate and you just have to plug into the comp. I don't know how much they cost now but my dad got one for me for about $500 in 1998.

You're using the PC to play DVD's correct?

Sometimes, CDs / DVD interfere with speakers on a PC, causing limited distortion to the sound. In the case of your computer, it seems to be a little more excessive than that.

I suggest just using your PS2 instead. Or whatever you can play DVDs on.

And you might want to check and make sure that no things like cell phones, pagers, any type of recievers are near the speckers.

Then it might be the program you're using to watch the dvds fault. Are you using the program that came with the computer for dvds? Have you tried it on another program like UltraPlayer, Windows media player, Nero, etc...?
