I dunno, his brand of nihilism was extremely destructive to all forms of life, and anything that intentionally causes unwanted destruction of life seems to me to qualify as nothing but evil.

Anyway, gotta go with Kefka. Not only is he the the only villain who actually succeeds at all of his initial goals but he also has the best lines in the series by far. And he didn't want to kill everyone because of some stupid angst motive, he was just plain ****ing crazy, and he reveled in his insanity. He knew he was a ****ing prick, but he didn't care, nay, he took pride in the fact that he was a ****ing prick. It takes a special class of villain to pull that off.

Second would have to be Kuja, I guess. His motivations for turning evil were a lot more profound than Sephiroth's "I want my mommy, lol" or Seymour's "Life is pain and I'm gonna go listen to Linkin Park," and the scenes with [spoiler]Alexander fighting Bahamut and the destruction of Terra[/spoiler] were just breathtaking. Golbeza was excellent, as well, [spoiler]only then it turned out he wasn't really a villain at all, and the guy who'd been mind-controlling him turned out to be a total poofter.[/spoiler]

Also, I'm going to add a ****load of spoiler tags to this thread, especially seeing as a ton of people, myself included, still haven't played FFXII yet.
