Sephiroth is pretty cliché but he's no where near the worst. There are some pretty hilariously cookie-cutter villains in the series like Garland, Emperor, Xande and Ultimecia. The first three might have the excuse of being from NES games but Ultimecia? Wow she was awful. [spoiler=(FFXII SPOILER)]Vayne[/spoiler] isn't anything special from what I've seen of him so far either.
The best would probably be Kefka. I still find it amusing that a villain from a 16 bit game should have more character than most of the FF villains that succeeded him. Kefka was, pure and simply, unusually well written.
