Seifer was a horrendous character, sadly much the same as most of the cast of FFVIII.
His motivation was completely ridiculous, and really made no sense whatsoever. His ego was overwhelming, and his character developement was almost completely non-existant during the few occassions he actually appeared throughout the story.
If there were eer a cass of a truly terrible character... he would be it.
