Because no one cares for the PSP in the gaming market... well more seriously it is because Square is coco for DS puffs. They love the gameboy, like... more than a friend...
Why not for the PS2? Because that's not the reason they made a sequel, they made one just so tey could put FF12 on the DS, but of course had to put the original on the PS2 (glad they did btw).
