True, that is what Nomura is trying to move towards whilst bringing more popularity to the original series (as it seems many of the new gamers think that the series started with Final Fantasy VII...).
An many people didn't see Vaan as the true protagonist (adding to the in-game claims by Fframran / Balthier of being "The leading man") in Final Fantasy XII, though the protagonist was originally intended to be Basch fon Ronsenburg until that was changed too so it is possible for one of the Judge Gabranths' to be in the game.
