Still, Vaan is at the top of the Party, so that would make him the leader. ;P I can see how the story revolves more around Ashe and Bash, and Balthier's past. But the game ventured with Vaan's discoveries of Ivalice. But it's not certain if they would make it.
Vincent, I would love to see of course, because we've seen only a small taste of the abilities he could perform in DoC, and we know he has a lot more potential, and with a game like this it could be the place to show it off like in the movie. And Tifa would probably be next in line, or even before Vincent.
Nobody else from FF9 would really fit in, maybe Beatrix, but other than that...

EDIT: Look at Firion, and compare that to his old outfit, and then compare it to Leon.
