No that is incorrect. It basically means that the characters and/or backgrounds are more or less like a cartoon-y 2D appearence, but are actually rendered as 3D (take Kingdom Hearts or even Ehrgeiz: God Bless the Ring for example of previous Square 2D/3D Games), there is also the possibility of a manga or anime being released for Dissidia - this is currently under discussion.
Basically, your idea of it's gameplay is incorrect due to the factor of some objects within the areas / battle areas themselves are 3D and destroyable. 2D Is generally the ideals of cartoon styling and 3D is generally the ideals of realism so it is a combination game basically.
