Let me assess this for a second.
VII was great, memorable, probably most famous, etc. I felt it sometimes, but I didn't FEEL it, ya know? I think Wutai is the best song... perhaps that says something.
XII was dramatic and it really enhanced the game. I really liked XII, but the fact that it's only orchestral (and that a pianocollections is doubtful) kinda makes it lag a little. I really appreciated the theme from Clash of Swords and the Intro and various cut scenes being used again in the final battle song. It was a nice full-circle experience I've only found there and in Twilight Princess. But I digress.
IX was probably second best because it was so intense. And by intense, I encompass the peculiar dorian modality that was in many of the songs, such as Qu's Marsh, Gulug Volcano, and of course The Place I'll Return to Someday. I also liked how the theme from The Place was repeated in Terra, Ipsen's Castle, etc. It's always nice to feel that same theme in different ways and settings. Overall, I felt it was very cohesive and well organized.
X was most definately the best for other similar reasons. The general tone it set was impressive. The decor, coloring and style of the game had a certain feel, and the use of stacked 9 and 11 chords, weird progressions like in Decisive Battle and Summoned Beast Battle , and heavy use of alternative percussion instruments like piano, guitar, and mallets all made a huge contribution to the tone of the whole game. Suteki Da Ne was very fitting, and I really liked Attack and Start, which I think describe the feel of the music best. Of course, Silence Before the Storm is the best of all the songs FF has had. And as for recurring themes, although very similar every time, To Zanarkand was prominent in assisting the movement of the plot and theme.

I've thought about this before. =]
