I loathe the term "hottest" however in terms of most attractive I would say:
Penelo and Ashe rank #1 for me
Fran takes #2 cuz I don't really care for rabbits...I'm more of a not screwing the animals kind of guy.
and Lulu can have my #3 spot

As for guys, Hmmm, I don't have a Hot-o-meter in that department but I'll put out my Coolness meter and give it a go. Letsee:
Balthier in #1 Hands down. The man has got it figured out on how to be awesome. He is the leading man.
Wakka in #2 Just because he is a personal fav. He is an idiot I will admit but he makes it up with that friendly attitude of his.
Basche in #3 I'm actually kind of torn as to whether he should be second or third. I love his whole Honor attitude. But I hate his outfit for most of the game. He looks awesome in the Judge Magister's armor.
Hell! Scrap it Basche and Larsa get second and wakka falls to third.
