Well you cannot download them, this isn't relatively a thing for FFE's forum feedback and inquiry forum.
You can however import PAL versions through gaming stores and other stores can order them directly from Square-Enix, if you wanted Japanese or American (PlayStation versions) editions then you would require a chip to play them due to different region coding and different video formats that need that extra chip in order to run properly, you could also try looking for PC editions of the games from E-Bay or have them imported. The old NES / SNES cartridges are hard to find, however E-Bay has them pop up every couple of months, there are GameBoy Advance ports which are called the Advance series and can be played on the Nintendo DS/DS Lite, which also include DS remakes so far for Final Fantasy III and Final Fantasy IV. The main issue is that you're not going to be able to get every single Final Fantasy game due to the rarity and inflation on some of the games due to compilations and remakes being made due to some releases not originally being released outside of Japan unless it was ripped and fan-subtitled by groups in which those versions circulated that are unofficial copies of the game. That's really about it or wait until they've ported more and made more actual remakes and the closest Square-Enix to you is stationed in London (with some smaller parts stationed around Europe), check the Square-Enix Global site for contact details... give them to some stores if they say that they can import them and see if you can have some luck.

I noticed that Lady Lamont did not discuss downloading them.
Here it goes. You can download/ Bittorent these files and run emulators on your computer. THIS IS ILLEGAL. And it is probably against forum rules to discus the topic of emulators and roms.

Due to the legal-issues I prefer to avoid the subject. Emulators are however allowed by the company but only if you have an official hard-copy of the game itself - such as a PlayStation disc, an emulator on an Operating System is allowed as long as there are no pirated copies made or any of the source programming and overall work is edited and produced as a separate product for profit as any issues such as I have mentioned will generally cause Square-Enix to send out a C&D (cease and desist order) to halt any and all actions, a lawsuit which would most likely lead to being sued on the grounds of copyright infringement and piracy on high-levels. Basically, besides the company is updating it's Greatest Hits series which means that people can import the older games on brand new discs or cartridges (for the GameBoy Advance games) officially for a discounted price. Currently this is only in Japan but there is a rumor going around that this will soon be branched out internationally as it is the company's own re-release group which is similar to Sony's Ultimate Hits and/or Platinum re-releases.

Yes it is illegal, and yes it is against forum protocol to discuss illegal downloading of products. Lucky you did not give him a link or anything, or you would be in big trouble.
