Fran hands down. Not so much because of her looks though, her voice is the sexiest voice I have ever heard. Just hearing her almost makes me pop wood!

Lulu had of the most blatant fanservice outfits in the series before FFX-2, when they all just became slutty to the point of absurdity. Though to be fair, Tifa's does show more skin.
