Looking for a movie

I have been looking for a particular movie off and on the past few years and have had no luck. So I figure I would give it one last shot on a forum.

I must warn you that the information about the movie that I am going to provide is going to be real vague and more than likely not helpful one bit, but here goes.

I am not sure when the movie came out but I watched it between 2000-2002, I dont know if it was a new release of not.

Plot: All I remember is near the beginning of the movie there were two brothers, at least I think they were brothers. Anyway his head was cut off and his brother obviously thought he was dead. Dont really remember how the plot unfolded, but there was a guy, pretty sure he was some type of ninja, and there was some type of army/clan that was taking over, and he eventually stops that at the end of the movie.

Another part of the movie that I remember was there was a plague that was spreading through village/villages and the people were getting sick.

The main character was trying to stop the bad clan, so to speak, and/or trying to find out about the plague.

On his journey he fights around 3 strong opponents. The only one I remember for a fact, was one was blind and at the start of the fight they run into a forest.

At the end of the movie the main character finally meets his brother and finds out he returns to life/reincarnated some how. They are in a town near the water, the town is burning, and I believe he finally fights his brother on a ship and ends up killing him.

That is all I can remember, like I said it is really really vague and probably wont have any luck finding out the movie Im looking for.

I know it is not Ninja Scroll because I own that. So sorry for the lame plot explanation.

It doesn't sound anything like the village though. the village doesn't have that many ninjas in it.

its about the stuff he just described. the guy gets his head cut off, though he isn't the other guys brother, and their is a village that has a plague going on and tthere is a fight in a bamboo forest with a blind guy and at the end the one guy comes back to life and they fight on a ship. same movie.
