The judges were awesome. Though I had sympathy and respect for Drace, Gabranth and Zargabaath. Ghis was just a plain idiot and those who played the game would no why. Bergan was truly the only one I considered a villian. The villians of FFXII are the best out of the entire 4th generation of the series.

Though that's really not saying much since the only competition is FFX/FFX-2.
I'd have to go with the majority and say the Judges from FFXII as well. Though it would've been nice to give the villains a little more screen time, especially Gabranth.
Well I was thoroughly amused by Cid as a villain. And as long as we're strictly speaking about antagonists and not actual bosses to fight here, I quite liked Vaine too. He had some fun lines, I just didn't see him much as a boss in the end cause, well, you meet him all of twice before that?
"The word rustic doesn’t even begin to satisfy the requirements of an adjective used to describe this town. Rustic is a looming butressed cathedral to this town’s Stone Henge. Rustic is the ocean to this town’s mud puddle. Simply put, rustic is a word inadequate to describe the squalour."
I would have to go with
Yu Yevon for the pure fact that unlike most villains he actually managed to control the world and carry out his goals. It was a bit more interesting that he had already done everything he wanted to before the main cast did anything about it. Other than that though, he had a giant whale armor and a small tick body with little personality.

Yu Yevon
is one of the few villains in the Final Fantasy series that actually manages to achieve all his goals, true. Too bad he had no personality to speak of.
