You can't write a comprehensive statement on the outer space in a few short paragraphs. But you can write one on the space between Earth and the Moon. Why don't you be more specific?

And for the record, Bush is really very smart. One does not attain the greatest position of power in the world by being stupid. However, his agenda, that's a different thing entirely. And whether he's left in the dark by other people in Washington, or manipulated, that's different.
